Utilities and Plant Operations Director

Full-time, Exempt

Salary: $120,000 +/- DOQ

Performs highly professional and technical administrative work involving employees and activities of the Public Utilities Department, including but not limited to: Organizes and directs  sanitation, water and sewer utilities, and Project Engineering.  Considerable independent judgment and discretion is required in directing the daily operation of the department.  Work is preformed under the administrative direction of the City Manager.

 

Essential Duties:

  1. Directs the development, administration and review of departmental budget and exercises control over expenditures.  Prepares the budget and evaluates the need for and recommends and evaluates staff, material and equipment.
  2. Plans, schedules, directs and reviews the work of subordinates through reports or personal observation of work in progress or completed projects.
  3. Works in close cooperation to coordinate various City projects with other department directors.
  4. Responds to citizen inquiries and complaints regarding City services performed by any Public Services employee.
  5. Prepares and submits periodic reports; may assist the City Manager on special capital projects; coordinates the timely delivery of materials and services with contractor and vendors.
  6. Represents the City on various advisory boards and committees.

Knowledge, Skills, and Abilities:

  • Knowledge of budgetary development, administration and control.
  • Knowledge of principles, practices, techniques and equipment used in modern Public Service project administration.
  • Knowledge of applicable laws and regulatory codes related to public improvement project and developments.
  • Ability to draft, read and interpret maps, aerial photographs, survey notes and other cartographic records.
  • Knowledge of principals, practices and techniques regarding water distribution systems and sanitary sewer systems.
  • Ability to organize, direct and coordinate a wide variety of Public Services.
  • Ability to communicate effectively, orally and in writing.
  • Ability to make effective public presentations.
  • Ability to effectively manage and motivate a wide range of employees with varying skill and backgrounds.
  • Skill in dealing tactfully with employees. City officials, citizens, general public and other agencies and the media.
  • Clerical skills and office procedures.

 

Qualifications:

  • Bachelor’s degree in business or public administration, civil engineering or related field; supplemented by ten (10) years of increasingly responsible work experience in Public Services or a closely related field inclusive of five (5) years of responsible supervisory or managerial work experience in a division of Public Services or closely related field.
  • Must possess a valid State of Florid driver’s license.
  • The following licenses, certifications or registrations are required or must be obtained within six (6) months of hire: A Certification Wastewater, B Certification Water, C Certification Collection, Underground Utilities License.
  • Complete the required National Incident Management System (NIMS) training within 6 months of completion of probationary period.

Essential Physical Skills:

  • Ability to talk by means of spoken words.
  • Acceptable eyesight (with or without corrections).
  • Acceptable hearing (with or with hearing aid).
  • Ability to communicate effectively both orally and in writing
  • Sitting most of the time
  • Must be able to operate computer systems and components, reproduction equipment, multi-line telephone, two-way radio, and an automobile.

 

Environmental Conditions:

  • Works inside in an office environment.
  • Works occasionally out of doors.
