Strategic Insight, Ltd. is seeking a Program Analyst (NAVSEA Transformation Office (NTO) Associate) – NAVY (Staff Associate), to assist our NAVY client.  This is an exciting, fast-paced environment focused on solving one of the Navy’s toughest challenges – Transformation of a major system command. You will be interfacing daily with senior Navy military and civilian leaders to identify solutions to Transformation challenges and educating stakeholders on the importance of Transformation.  The job is on-site in SE DC, supporting our War Room Associate team (4 to 5 days a week). You can make a professional contribution to this program in support of the Navy. Mandatory Requirement:  Applicants must have an active Interim Secret DoD clearance at a minimum, with final active Secret clearance preferred.

Responsibilities include but are not limited to:

Stakeholder Engagement:

  • Assist with NAVSEA Transformation War Room (NTO WR) tours, be prepared to present to visitors at any time and answer questions on TWR content and educate visitors on transformation processes and issues.
  • Provide coordination services for NAVSEA senior leadership with other Navy transformation stakeholders such as NAVSEA Directorates, PEOs, OPNAV, NAVSEA Warfare Centers, and TYCOM.
  • Assist with providing information for data calls; connect those with questions to best POCs to answer questions.
  • Assist with presentations to Senior Flag/SES, be comfortable interacting with Senior leaders and staff at a moment’s notice.
  • Assist with NTO War Room Presence Plan to bring NAVSEA staff to NTO WR to work on improvement initiatives.

War Room Development:

  • Research Navy Transformation system, stay up to date on process changes, new instructions, and initiatives.
  •  Assist with the development and updating of NTO WR functional areas working with stakeholders across the Naval Surface Enterprise including DASNs, PEO Ships/USC/IWS, OPNAV, CNSP/CNSL, USFFC, and other major staffs.
  • Assist with updating NTO WR Functional Areas with new information from weekly sync meetings and as requested by Subject Matter Experts and Leadership.

Scheduling:

  • Organize working group meetings.
  • Schedule tours and meetings held in the NTO WR and virtually via MS TEAMS.
  • Assist NAVSEA Front Office with last minute meeting requests & VIP visits.
  • Schedule Classified briefings using NAVSEA meeting management system.

Administrative Duties:

  • Maintain NTO WR Deck Log, Meeting Minutes, and Stakeholder Roster.
  • Work with stakeholders to ensure latest material available in TWR.
  • Develop NTO WR SharePoint site to include virtual wall walk and document library.
  • Maintain all NTO WR files in Shared Drive.
  • Ensure working audiovisual system available for Flag-level meetings.
  • Work with Graphics team to print banners, posters, process maps, etc.

 Success for working in this position requires:

  • Strong problem solving and strategic planning skills.
  • High degree of attention to detail and accuracy in completing assignments, including, proof reading, grammar, and analytical skills.
  • Proficiency with MS Office (Outlook, Word, PowerPoint and Excel), to include the ability to create spreadsheets, presentations, and prepare specialized reports.
  • Ability to effectively communicate and work with others at all levels as a team member.
  • Ability to work with sensitive and confidential information.
  • Proven ability to perform multiple tasks under strict deadlines.
  • Ability to demonstrate good judgment/decision making skills and to take initiative.
  • Detail orientated with strong ability to anticipate needs and problems and act accordingly.
  • Excellent oral and written communication skills. 

Education and Experience:

  • Bachelor’s Degree.
  • Experience working on NAVY submarines or aircraft carriers.
