JOB TITLE:            PROJECT MANAGER, PD&R (Grant Funded)
SALARY RANGE:  NEGOTIABLE

Summary: Under the direction and direct supervision of the Vice-President of Policy Development and Research, the Project Manager is responsible for planning, coordinating, and managing daily operations on assigned DHA projects. The Project Manager will monitor program performance, analyze data, produce ad-hoc reports and coordinate teams and processes to ensure successful deliverables.

The Project Manager (PM) must possess impeccable organizational and communication skills. She/he must demonstrate great adaptability to successfully manage cross-functional teams and act as a liaison with external partners across concurrent, complex projects. In addition, the PM will be responsible for proactively identifying and resolving operational issues, and where needed, will assist with case-management review and troubleshooting.

The PM will be responsible for developing and conducting training for designated team members/projects, and to track and document operational protocols. The PM will routinely assess performance of both project and assigned staff. The PM must develop a granular and practical understanding of PD&R operations, CRM architecture and functioning, and overall functioning of assigned programs. In this role, the PM will perform routine quality control assessments by detecting data and CRM anomalies, and accordingly address anomalies.

The PM will work closely with the VP of PDR and Chief Research and Innovation Officer to evaluate, recommend, and implement CRM adjustments and operational enhancements to meet program commitments. She/he must have excellent problem-solving skills, be proficient in the use of modern technology, and proficient in data collection and manipulation using Excel and/or similar software. The PM will be responsible for developing performance and compliance reports for assigned DHA projects using Excel. CRM experience strongly preferred. In addition to demonstrating superior organizational and analytical skills, the PM must possess an inquisitive and creative mind, and will be expected to support the PD&R office with grant writing, literature review, and research efforts as needed.

The PM must be passionate about data-driven program, research, and housing policy. She/he must be forward-thinking and adaptable to dynamic situations, highly proficient at project design, planning, and oversight. The PM must have a solid understanding of low-income housing programs and housing policy, and practical experience with general regulations in the Emergency Rental Assistance, Housing Choice Voucher and/or Public Housing programs.

  • Must be able to concurrently manage highly-complex initiatives and trans-functional teams
  • Provide day-to-day managerial support to current PD&R programs including, but not limited to: Children First North Texas, Emergency Rental Assistance programs, Dallas Rapid Rehousing Program
  • Produce periodic performance and compliance reports to Finance and external partners where applicable
  • Manage day-to-day operations and support DHA teams as well as direct case-management where needed
  • Monitor program performance and compliance, and produce ad-hoc reports to executive team
  • Provide data-driven program design/enhancement to Vice-President of Policy Development and Research Develop and implement short-term and long-term operational strategies to ensure deliverables
  • Act as a liaison between PD&R office, and other DHA offices (i.e. Finance; Voucher programs…) and external partners and stakeholders as designated by PD&R leadership
  • Identify opportunities for innovation, partnerships, and business opportunities
  • Assist in grant writing and research undertaking
  • Perform qualitative analysis/review of public input, policy, federal housing programs and practices
  • Serving as a liaison to Maintains absolute confidentiality of work-related issues, client records, and DHA information.
  • Demonstrate courteous and cooperative behavior when interacting with tenant, landlord, and DHA staff.
  • Performs other duties as assigned or required by PD&R VP, CRIO, and CEO

Knowledge and Skills:

  • Knowledge of DHA organization, operations, policies and procedures.
  • Master’s Degree and at least 5 years of full-time relevant professional experience in Public Administration, Program Management, Nonprofit sector, Business Administration, or a field related to this position; A background in public policy, social work, project management, legal studies, or related field is essential;
  • An understanding of issues relating to housing, transportation, health care, segregation and poverty in a large urban setting is essential
  • Knowledge of Dallas and North Texas governmental structure and policy context and a firm grasp on local politics;
  • Excellent communication and interpersonal skills, particularly in terms of translating technical, rigorous, data/report into transparent conclusions that can be easily explained and understood by the public;
  • Excellent task management, information management, and organizational skills, as well as impeccable writing, copyediting, and proofreading skills;
  • Ability to gain the support of independent stakeholders;
  • Willingness to work as part of a team environment, and adapts well to change;
  • Experience in staff supervision and development;
  • Government work experience; or relevant technical, consulting or business background is a plus;
  • Skill in establishing cooperative working relationships with employees and the general public.
  • Advanced Excel knowledge
  • Experience with CRM strongly preferred
  • Skill in interacting with people of different social, economic, and ethnic backgrounds.

 

Physical Demands:

 Must be able to lift/carry up to 10 pounds

 

MINIMUM QUALIFICATIONS:

Master’s degree from an accredited college or university, and experience in public administration, public policy, social work, project management or similar fields. At least 5 years’ experience in nonprofit sector and or in government.
