The Major Bridges P3 Initiative is part of the PennDOT Pathways Program, which is designed to bolster PennDOT’s ongoing effort to address the state’s growing backlog of replacement and rehabilitation needs for major bridges that are approaching the end of their useful life. By allowing for the use of a P3 delivery model, PennDOT will be able to replace or rehabilitate major bridges around the state more quickly, achieve significant savings for taxpayers, and minimize the impact on the traveling public.

The initiative includes the rehabilitation or replacement of select bridges—grouped in packages—and all associated infrastructure investments associated with that specific bridge, including roadway and approach work, and improvements to nearby impacted roadways.

The Bridging Pennsylvania Constructors team is led jointly by S&B USA Construction and FCC. The consortium members have a 20-year long track record of successful project delivery with PennDOT, having worked in all PennDOT districts.

Primary Project upon Commencement:

The purpose of the Pennsylvania Major Bridges Project is to deliver infrastructure improvements focusing on the rehabilitation and replacement of nine major bridges (and associated roadways) across the Commonwealth. It was awarded to a consortium led by SBC in April 2022 and, upon completion, it is estimated to be over $2B.

The project is being delivered under a Pre-Development Agreement (PDA) that guarantees early involvement and increased collaboration between the Owner (PennDOT), the Developer (JV: MacQuarie Capital and S&B Concessions) and the Design Builder ( JV: S&B Construction and FCC). The PDA phase will be delivered starting in April 2022 and will last until December 2026.

The first package of 6 bridges will be ready for Financial Close in December 2022 and it is anticipated that detailed design will immediately follow, with an expected construction start in December 2023.

Primary Function:

The Construction Quality Control Manager (CQCM) shall be, at a minimum, responsible for management of the quality of the Construction Work per the Quality Management Plan and shall be devoted to the Project on a full-time basis through the Construction Period. The CQCM shall not be involved with scheduling, design, or production activities and shall report directly to the Project Director and act independent of the day-to-day management of the Project. The CQCM shall verify the methods and procedures contained in the CQMP are implemented and followed by the tobe-
formed Development Entity and the to-be-formed Development Entity-Related Entities in the
performance of the Work. 

Typical Duties:

  • Performs regular pro-active quality reviews and inspections for all assigned projects especially on key construction activities.
  • Verifies that appropriate materials, construction methods and equipment are utilized per the engineering designs and specifications.
  • Leads pre-construction quality meetings with Project Manager, Superintendent, Owner and Subcontractors as required.
  • Documents the results of all quality reviews, inspections and meetings.
  • Working with the Project Manager, Superintendent, Owner and Subcontractors as appropriate, determines corrective measures when quality issues are identified.
  • Insures that corrective measures are followed and implemented.
  • Reviews shop drawings for quality issues as requested.
  • Facilitates "lessons learned" sessions to identify ways to prevent future quality issues
  • Makes recommendations to improve processes, procedures and policies based on "lessons learned"
  • Assure that all materials, workmanship and construction are in full compliance with the contract plans and specifications, and all applicable codes.
  • Require that defective work or material be corrected or removed until made compliant.
  • Perform submittal review and approval, including recommendations for variations, value engineering, and betterments.
  • Perform inspections as needed. Prepare and maintain inspection and performance records daily.
  • Hold daily preparatory meetings with subcontractors and all concerned parties as needed to define QC and safety policies and procedures with each newly definable feature of work.
  • Conduct business in a professional and ethical manner and integrate well into the project team.

 

 

Skills, Knowledge, Qualifications & Experience:

 preferably be a Professional Engineer in the Commonwealth of Pennsylvania;
 have a bachelor’s degree or equivalent;
 have at least fifteen (15) years of experience in construction of bridge and highway
projects; and
 have held a similar role on a minimum of two design-build projects of at least $250M in
total construction cost.
