Code Compliance Inspector

Full-time - Exempt

Salary Range: $41,620- $49,961 DOQ

 

The Code Compliance Inspector is responsible for keeping, correspondence, issuing violations and investigating code compliance complaints related to housing and nuisance abatement. Serves as an advocate for the City in the assigned areas and takes a proactive approach to positively impact the quality of neighborhoods. Conducts inspection and compliance of nuisance codes such as zoning, junk, debris, and other related codes.  Conducts inspections of health codes related to pest infestation, noise and smoke.

 

Essential Duties:

  • Coordinates activities with the Deputy Panning Director or his/her designee to develop procedures for the operations of the Code Compliance Activities.
  • Responds to and investigates allegations of violations of Municipal, Land Development and Property Maintenance Codes to determine validity of complaints and the appropriate course of action to mitigate issues.
  • Notification of issues given in writing, by phone, in person and electronically.
  • Schedules and performs systematic property maintenance inspections to maintain or achieve minimum property standards.
  • Prepares records and reports pertaining to abatements, court actions, daily activities, compliance actions and inspections.
  • Compiles documentation for and issues summons.
  • Performs other duties as required or assigned by supervisor.
  • Performs site inspections of property with the City to determine compliance with City codes and ordinances.
  • Research ownership history on properties.
  • Coordinates quarterly Magistrate hearings; preparation and testify.
  • Meets with general public to explain, interpret codes, zoning regulations and educate.
  • Knowledge of requirement of IPMC International Property Maintenance Codes.
  • Flexible hours; Must be able to work evening and weekend hours.
  • Other duties as assigned.

 

Knowledge, Skills, and Abilities:

  • Knowledge of City building and zoning laws, and land development codes.
  • Knowledge of the principles of public administrations processes and the ability to apply principles of public planning.
  • Knowledge of City ordinances and land use codes and ability to interpret into daily functions.
  • Knowledge of State statues and pertinent rules and regulations or ability to research it.
  • Knowledge of legal procedures involved in zoning and code compliance.
  • Ability to meet and work with the general public and to explain regulations clearly, as to be understood by the public.
  • Ability to establish and maintain effective working relationships with department heads, other City employees, outside agencies and the general public.
  • Ability to communicate effectively both orally and in writing; ability to make presentations.
  • Ability to read, interpret, and explain City codes and site plans, maps and work plans.
  • Ability to operate motor vehicles, visit properties within the City’s municipal boundaries.

 

Required Qualifications:

  • High school graduate or GED required.
  • Must possess a Valid Florida Drivers’ License.
  • 1-3 years or more experience in compliance, compliance-related work including investigating allegations, conducting research and resolving complaints, concerns or conflicts.
  • Florida Association of Code Enforcement, Fundamentals of Code Enforcement Certification or ability to obtain within one year.
  • Property Maintenance and Housing Inspector Certification preferred.
  • Complete the required National Incident Management System (NIMS) training within 6 months of completion of probationary period.
