Operations Manager
Hutchinson County is seeking an Operations Manager! A great opportunity for a position as Emergency Director to perform technical and professional work in planning, organizing, training, exercising and coordinating of emergency management activities in the areas of preparedness, response, recovery and mitigation as they relate to natural, technological and man-made disasters and acts of terrorism. Position is responsible for Building Maintenance in all areas of the Hutchinson County Courthouse building and grounds including scheduled preventative maintenance, repairs and adjusting of the HVAC system. Position acts as the Safety Manager for the Courthouse and will ensure the building is safe, comfortable, and looking great for the public and employees.
What you do!
Emergency Director
- Develops and maintains an effective emergency program and serve as the key leader in planning and operations.
- Supports disaster mitigation and floodplain management efforts.
- Coordinates all the county's emergency response efforts.
- Maintains the Emergency Operations Center (EOC) in a continuous state of readiness.
- Coordinates response activities with other local, state and federal agencies, along with utility providers and the private sector.
- Prepares and updates the county's Emergency Operations Plan (EOP).
- Assists other departments and agencies in preparing operating procedures in support of the EOP.
- Reviews and makes recommendations to businesses, industry, hospitals and nursing homes on the preparation of their emergency plans to ensure they are workable within the framework of the local and state plans.
- Develops and coordinates mutual aid agreements with other agencies and adjacent counties.
- Prepares and manages the local EMA budget.
- Prepares the required budget and staffing patterns paperwork, which qualifies the local EMA for FEMA funds.
- Organizes and coordinates local training for public safety and volunteer first responders.
- Supervise and monitor the actions of the Volunteer Search and Recovery Squad.
- Prepares scenarios and procedures and coordinates training for local government officials, industry, utilities, and volunteers in conjunction with the exercising of emergency plans.
- Ensures the EOC is staffed with knowledgeable qualified personnel and makes training and exercises available to these personnel.
- Through newspaper articles, radio programs, television, speaking engagements, and seminars, makes the public aware of the emergency plans and procedures that are in place and the public's part in making these plans and procedures work.
- Works with the Red Cross and other agencies, ensures that adequate facilities are available to shelter citizens should the need arise.
- Coordinates with the school system officials for the development of tornado warnings and school shelter plans.
- On a 24-hour basis, responds to hazardous material incidents, bomb threats, severe weather alerts, and other natural or man-made emergencies.
- Manages the daily operations of the Local Emergency Planning Committee (LEPC) and answers citizen inquiries concerning hazardous materials.
- Responds to water and land search and recovery efforts utilizing the EMA Volunteer Search and Recovery Squad.
- Interprets and applies all federal and state directives that apply to emergency management and departments supporting EMA.
- Answers inquiries from citizens concerning emergency plans and procedures
Facilities/Building Maintenance
- Troubleshoot electrical, mechanical, physical systems and equipment diagnosing problems discuss a repair plan and execute the plan safely and effectively.
- Repair, patch, paint walls, ceilings, and floors of the building.
- Communicate with appropriate officials to develop solutions to facilities related issues.
- Plan time effectively to ensure that engineering tasks are completed efficiently. Complete required follow-up for tasks such as the maintenance request forms and or computer data entry.
- Snow/ice removal and grounds maintenance that may be extend beyond normal schedule
- Maintain county vehicles and storage facilities
Safety Manager
- Promotes a healthy and safe workplace at the Courthouse
- Coordinates safety training on safety and health topics for Courthouse employees and encourages active employee involvement in the safety process
- Reports security and facility misuse problems to the Commissioners
- Participates in accident investigation process as necessary
Other:
- Attend training sessions and meetings, as necessary.
- Perform work in a manner consistent with safe practices.
- Develop and maintain a positive, impartial professional relationship with the general public and other employees. Develop and maintain a positive cooperative working relationship with other County departments.
- Perform other such duties and functions as assigned and necessary to the proper performance of the position.
What you need!
- High School Diploma or G.E.D Certification.
- Two (2) years of experience as a first responder, emergency management or officer experienced in a related field preferred.
- Two (2) years of experience in facilities maintenance, electrical, mechanical, construction, HVAC, or construction or formal education in related field preferred. Any equivalent combination of education and experience is acceptable.
- Can respond to emergencies 24 hours a day, 7 days a week and to work a flexible schedule during emergencies, trainings, and other events.
- Knowledge of principles and practices of current emergency planning, training, management, policy development and implantation, leadership motivation, team building, and conflict resolution. Direct experience preferred.
- Knowledge of experience with emergency communication systems, emergency vehicle and equipment maintenance and usage, search and rescue, hospital planning, volunteer management and motivation, firefighting, hazmat, homeland security, and grant management. Direct experience preferred
- Certification in ICS 100, 200, 700 and 800 courses at the state level, or ability to become certified within one year
- Multitask and be able to work independently with little or no supervision.
- Have basic computer skills including experience with Microsoft Office products.
- Possession of a valid driver’s license and able to successfully complete pre-employment background process.
- Ability to develop and maintain positive professional relationships with other employees, agencies of government, and the general public.
- Must maintain ability to be a credible witness in court.
- Experience with accounting and project management. Ability to understand and follow instruction manuals and financial records procedures.
- Ability to work irregular hours, as necessary
- Able to read and follow blueprints and technical instructions
- Ability to follow verbal and written instructions.
- Demonstrated organizational skills
- Familiar with PPE and know how and when to use it.
