Summary

The primary role of the Assistant Preconstruction Manager is to assist the Preconstruction Manager/Chief Estimator and work closely with designers, engineers, owners and subcontractors through all aspects of the project from concept to start of construction.

The Assistant Preconstruction Manager is responsible for knowing and understanding the details of the Work, manages document/information flow, assists in RFP interpretation, develops/maintains design schedule, coordinates design/bid documents, participates in design meetings, develops scopes /solicits/evaluates subcontractors bids, assist in establishing project cost and helps transition the project through purchasing to start of construction.

Essential Functions

Business Acquisition

  • Review and assist in the interpretation of project plans, specifications and
  • Assist in proposal strategy, preparation, and coordination of the technical requirements with the proposal manager and
  • Review project front-end material for significant contract and project
  • Inform team of project requirements and to assist in developing a plan to meet stated
  • Assist managing the design-build process and participate in best value bid
  • Assist in design review for compliance with
  • Develop design build deliverable schedule and monitor
  • Coordinate design build documents with estimating.
  • Coordinate design build documents with RFP/Owner
  • Participate in design build Kick-off
  • Establish and maintain the record set of
  • Assist with monitoring budget, schedule and deliverable
  • Assist with design drawing coordination and completeness
  • Participate in the constructability review
  • Participate in trade preconstruction
  • Attend project site pre-bid meetings and site
  • Know and understand the details of the
  • Develop an overview of the subcontracting plan participation for small business enterprises during bidding
  • Oversee the advertising for small business minority
  • Oversee the implementation of the small business tracking forms for minority
  • Administer RFI process during bidding and design
  • Prepare detailed scopes of work, quantity surveys and serve as estimator when
  • Oversee design and bid document distribution during the bidding
  • Evaluate Subcontractors scope against Balfour Beatty Construction scope of work.
  • Participate in the development of the budget for the entire project prior to
  • Participate in startup and hand-off meetings from Preconstruction, Design and
  • Participate in transition to purchasing of design build documents and documents used fast tracked
  • Support development of initial project construction schedule and site utilization

Operations

  • Provide training and staff
  • Prepare estimates using MC2
  • Set up project in iSQFT
  • Build Subcontractors and A/E relations.
  • Participate in business

Support

  • Encourage employee growth by mentoring and managing development

Business Development/ Promote Client Relationships

  • Participates in formal business development presentations to demonstrate the value of preconstruction services to potential
  • Coordinates with business development staff to ensure that prepared proposals accurately reflect the Balfour Beatty Construction preconstruction
  • Builds effective relationships with customers, design team, subcontractors, suppliers, and user groups that reflect and support company core values.

Working Conditions

  • The majority of the work is completed in an office

Education, Experience, and Knowledge

  • B.S. in Construction Management, Engineering, or equivalent progressive work experience with 4 - 7 years of preconstruction and/or operations experience on commercial construction projects. Depending upon the project size, scope, and complexity the years of experience may vary.
  • Solid presentation skills and verbal/written communication
  • Able to make decisions under tight
  • Able to organize people, tools, and equipment and plan/manage multiple activities to accomplish desired
  • Able to relate to executive management and speak on behalf of the company in meetings with clients and consultants, often in high pressure situations
