GENERAL DEFINITION: The primary responsibility of this position is to plan, organize, supervise and manage all aspects of work. Participates in the more difficult police and investigative problems, develops tactical plans of action, and instructs officers and supervisors on the methods to be followed. Responsible for officer assignments, patrol operations, and investigations. Coordinate in-service training, staff performance evaluation and development. Provide input in strategic decisions that affect the functional area of responsibility.
SUPERVISION RECEIVED: Duties performed under the general direction of the Chief of Police who sets major objectives, priorities and managerial controls.
SUPERVISION EXERCISED: Supervises Sergeants and Police Cadets. Serves as the second-in-command for the Zuni Police Department in the absence of the Chief of Police.
DUTIES:
Performs a variety of routine and complex public safety work in the administration of the Police Department.
- Plans, directs and controls, through subordinate shift supervisors employees engaged in the enforcement of Federal, State and Tribal laws, ordinances and statutes.
- Assists Sergeants in planning monthly work schedules, determining types and numbers of employees to assign to each schedule and planned special events.
- Assigns specific responsibilities or projects to field supervisors.
- Recommends candidates for the Police Academy and prepares the necessary paperwork for candidate attendance.
- Is available to provide on-site assistance to officers and supervisors, when needed, either to take charge of a situation or to provide backup.
- Oversees and assists, as needed in the response to emergency radio calls and investigates accidents, robberies, misdemeanors, felonies and other law violations and to otherwise serve and protect.
- Assist the chief in developing, coordinating, and managing Department Standard Operating Policies and Procedures
- Reviews the quantity and quality of work performance as indicated by activity reports prepared by police personnel
- Assist in preparation, review, and submission of monthly and annual reports
- Assist in the hiring of police cadet, certified Police Officer, and staff, and participates in the interviews process
- Responsible for the performance management of supervised staff and recommends appropriate recognition and disciplinary action for personnel.
- Reviews and approves pertinent training and meetings for staff.
- Assist in the preparation and administration of budgets and proposals, working with the Chief of Police and Administrative Assistant.
- Provides current information regarding law enforcement rules and regulations, policies and new methods of police work to the law enforcements staff affected by the information.
- Screens and approves vouchers, purchase orders, requisitions, and such affecting the department in the absence of the Chief Police
- Explains general orders, special messages, and decisions of the Chief of Police, Division Director, Tribal Administrator, and the Tribal Council to supervised personnel.
- Monitors Evidence Technician to ensure inventory of police equipment and supplies are updated.
Coordinates work of the department with other internal departmental units, as well as with other law enforcement agencies that may be involved.
- Maintains contact with general public, court officials and other government officials in the performance of police activities.
- Maintains contact with police supervisory personnel to coordinate investigation activities, provide mutual assistance during emergency situations and provide general information about Departmental activities.
- Work with other supervisory staff to make decisions on Departmental matters.
Conducts periodic performance evaluations and planning sessions for assigned personnel.
- Review, evaluates and develops programs, policies and procedures for various departmental operations.
- Meets with staff to provide assistance in resolving problems and issues involving department or division policies, procedures, goals and objectives.
- Evaluates annual performance for assigned staff.
- Counsels assigned personnel on job performance and disciplinary matters.
- Responds to citizen complaints regarding assigned staff and investigates allegations.
- Meets with assigned staff to discuss issues and concerns, changes in polices and procedures and informational updates.
Coordinates and supervises training, assignment and development of subordinate police officers or other assigned staff.
- Makes plans about individual tactical matters such as equipment to be used for particular operations or the detailed plans needed for an investigation.
- Develops new approaches to investigate problems.
- Determines how to deploy personnel during emergency responses.
- Maintains normal availability by radio, pager or telephone for consultation on major emergencies or incidents
- Conducts required annual/biennium training for commissioned officers.
- Maintains updated training logs for commissioned officers and plans required training accordingly.
- Incumbent is required to attend quarterly firearms qualification training to maintain proficiency. Maintains weapons and other equipment in good working order. Maintains uniforms for a clean, orderly appearance. Insures that assigned vehicle is cleaned and serviced periodically, preventive maintenance schedules are followed and that repairs are accomplished as needed.
Performs other duties as assigned.
- Responds to calls for service from citizens as needed.
- Administers first aid to injured persons.
- Prepares accident, offence, and arrest reports
- Testifies in court concerning arrest and accident investigation.
MINIMUM QUALIFICATIONS:
KNOWLEDGE, SKILLS & ABLILITIES: Thorough knowledge of law enforcement methods and procedures, and of the techniques used in police work, such as traffic control, investigations, crowd control, riot control and armed and unarmed defense procedures; Thorough and complete understanding of applicable Federal, State and Tribal Laws; and Game & Fish Laws appropriate to the Zuni Reservation; jurisdictional boundaries, rules and relationships in McKinley County, Cibola County and Apache County, AZ. Thorough knowledge of the constitutional protection afforded to individuals, including rules concerning search and seizure, questioning or arrest, the difference between felonies and misdemeanors; Thorough knowledge of and competence in the use of all fire arms used in performing the work of the position; knowledge of and competence in specialized law enforcement techniques used in building searches and vehicle stops, protection of dignitaries, sensitive surveillance operations and advanced investigative techniques; skill in the use of self-defense tactics to protect self and others; considerable degree of negotiating skills and ability to deal with all types of people in both sensitive and highly dangerous situations; knowledge of the provisions of the Privacy Act and disclosure procedures as they apply to the release of information on an investigation, witness or suspect. Skill in the use of radio communications equipment, both in the patrol vehicle and as a relief receptionist. Thorough knowledge of breathalyzer equipment and procedures for administration to persons suspected of intoxication; and good knowledge of first aid, including C.P.R. and use of equipment supplied. Ability to establish working relationships between fellow co-workers, tribal employees, the general public and outside agencies. Ability to apply new and traditional theories and methods to routine and emergency problems that occur. A high degree of competence in interrogation and interview techniques to conduct internal affairs investigations. Must have knowledge and skills pertaining to vehicle maintenance logs and directing officers for required repairs and maintenance to assigned vehicles. Considerable ability to plan, direct and supervise personnel. Ability to establish and maintain an effective working relationship with supervised staff, Tribal employees, other agencies, and the general public.
GENERAL REQUIREMENTS: U.S. Citizen, 21 years of age. Must not have any felony convictions or any type of conviction for moral turpitude or Domestic Violence.
TRAINING & EXPERIENCE: Associate Degree in Criminal Justice or Police Science with six (6) years of related work experience in law enforcement with two (2) years in a supervisory position. OR High School graduate or equivalent with eight (8) years work experience as a Police Officer, with three (3) years of that at a rank of Sergeant.
LICENSE AND CERTIFICATES; Valid New Mexico Driver’s License with no DWI/DUI convictions within the past three (3) years. Must be fully insurable for liability insurance purposes. Driving is an essential part of the duties. Must be Certified in all the requirements as a Lieutenant.
- Must be certified as a Police Officer by Bureau of Indian Affairs Law Enforcement Academy and New Mexico State Law Enforcement Academy.
- Must have successfully completed the BIA/FLETC Lieutenant Command School or equivalent.
- Successful completion or ability to successful complete of advanced law enforcement, superior qualifications in firearms proficiency
SPECIAL WORKING CONDITIONS & PHYSICAL DEMANDS: On Call 24 hours and willing to work shifts, weekends and Holidays. Must be willing to relocate within a reasonable amount of time from the date of employment or after completion or probation. Full use of the body and extremities to bend, stretch, sit, walk, run, jump, crawl, squat, etc. Good reflexes of the arms and hands in order to draw and shoot side arms quickly and accurately. Considerable physical strength and agility to pursue suspects on foot, make arrests and restrain suspects when resistance is encountered. Good mental and physical health. Good vision and hearing; deficiencies correctable by use of glass lenses and/ or hearing aid devices are acceptable. Physical strength to make searches involving traversing difficult terrain on foot, to remove heavy objects presenting safety hazards such as fallen trees and rocks or dead animals. Ability to defend self and others from physical and armed attacks. Will be required to participate in bi-annual physical fitness testing.
CONDITIONS OF EMPLOYMENT: Position is subject to Pre-Employment drug testing. Position is Safety Sensitive and will be subject to random drug screening for duration of employment, in compliance with Pueblo of Zuni Drug Free Workplace Policy. Must undergo and successfully pass a thorough background investigation and FBI Fingerprint Check. Must pass a conditional post-offer-of employment physical examination. Must pass a conditional post-offer-of employment psychological evaluation, physical agility test and written test. Subject to annual post-offer-of employment physical examination.
