Key Responsibilities 

  • Manages/directs the activities of the HCV Programs Department through delegation, managerial support and work supervision of staff members

  • Resolve program service and procedure issues. Respond to landlord and client inquires/complaints

  • Plans and assigns tasks/projects. Directs the development of performance standards. Evaluates and monitor staff performance. Counsel, coach and train staff members; approve promotions/terminations

  • Meets regularly with HCV staff to offer support and guidance, develops recommendations and directs the implementation of solutions
  • Monitors and develop/approve recommendations for improving department staff operations and procedures; Assures customer satisfaction in quality/responsiveness of services.
  • Monitors budget and expenditures for programs/services; assures effective communication between departments/external groups
  • Develop and implement department goals, objectives, polices and procedures while assuring compliance with DHA policies/regulations.
  • Explain the nature of DHA programs, procedures and services to clients while maintaining absolute confidentiality of work-related issues, client records and DHA information

  • Enthusiastically promote the President/CEO’s priorities for the operations of DHA

 

Knowledge and Skills for Success

A successful Assistant Housing Services Manager has…

  • Knowledge of DHA’s organization, operations, policies and procedures
  • Knowledge of the U.S. Department of Housing and Urban Development (HUD) statutes, rules, ordinances, codes and regulations
  • Knowledge of techniques and practices for efficient and cost effective management of allocated resources 
  • Proficiency in utilizing a variety of business software programs
  • Skill in supervising staff, delegating tasks and authority, and coaching to improve staff performance
  • Skill in working under pressure of deadlines
  • High emotional intelligence to build strong working relationships with coworkers and interact with people of all backgrounds
  • Excellent verbal and written communication skills

 

Qualifications

  • Bachelor’s degree in Business or Public Administration
  • Four (4) years of related social or program management experience with (2) years experience in HCV programs
  • HCV Occupancy and Rent Calculation Certifications required
