SITE SAFETY & HEALTH OFFICER, FEDERAL

The primary role of the Site Safety & Health Officer (SSHO) is to oversee and manage safety and health programs on federal construction projects, ensuring compliance with federal regulations and standards. The SSHO is responsible for promoting a culture of safety, conducting safety audits, and implementing safety protocols to prevent accidents and ensure the well-being of all project personnel.

Qualifications:

Required:

• Bachelor’s degree in occupational safety and health, construction management, engineering, or a related field
• Extensive experience in safety and health management within the construction industry, with specific experience on federal projects preferred.
• Completed, as a minimum, the 30-Hour OSHA Construction Industry safety class with current First Aid and CPR Training / AED
• 10 years of demonstratable SSHO experience on federal projects or a college graduate with 5 years of Construction Industry safety experience on federal projects in supervising or managing general or industry construction (managing safety programs or processes or conducting hazard analyses and developing controls)
• 24 hours of documented formal or on-line safety and health related coursework in the past year.  The training must be applicable to the work being performed
• Demonstrate training in the following areas: personal protective equipment and clothing to include selection, use and maintenance; hazard communication; excavation; scaffolding; fall protection; confined space; health hazard recognition, evaluation and control of chemical, physical and biological agents
• Deep knowledge of federal safety and health regulations, including OSHA standards
• Strong understanding of construction safety practices and hazard management
• Excellent leadership and organizational skills
• Effective communication and interpersonal abilities
• Proficiency in safety management software and tools
• Strong computer skills with proficiency in Microsoft Office suite programs

Office and Travel:

Office: Various jobsites and/or Field Operations office.

Travel: In addition to regional meetings, overnight travel may be involved.

Responsibilities and Tasks:

• Safety Program Management:

• Develop, implement, and manage comprehensive safety and health programs for federal projects.
• Ensure all safety and health policies comply with federal regulations, including OSHA standards and other relevant guidelines.
• Create and maintain project-specific safety plans, including hazard assessments and mitigation strategies.

• Safety Inspections and Audits:

• Conduct regular safety inspections and audits of construction sites to identify potential hazards and ensure compliance with safety standards.
• Document inspection findings and work with project teams to address any safety issues or non-compliance.
• Ensure that safety equipment and personal protective equipment (PPE) are used correctly and are in good condition.

• Training and Education:

• Develop and deliver safety training programs for project personnel, including contractors and subcontractors.
• Conduct safety drills and workshops to enhance team awareness and preparedness.
• Keep updated on the latest safety practices and regulations and incorporate them into training sessions.

• Incident Investigation and Reporting:

• Lead investigations of safety incidents and accidents, including near misses, to determine root causes and prevent recurrence.
• Prepare detailed incident reports and ensure timely submission to federal agencies and project stakeholders.
• Implement corrective and preventive actions based on incident findings.

• Regulatory Compliance:

• Stay informed about changes in federal safety and health regulations and ensure project compliance.
• Liaise with federal agencies and regulatory bodies regarding safety and health issues.
• Maintain up-to-date records of safety and health compliance activities, including training, inspections, and incident reports.

• Emergency Preparedness:

• Develop and implement emergency response plans and procedures for federal projects.
• Coordinate with emergency services and local authorities to ensure effective response to any incidents or emergencies.

• Safety Culture Promotion:

• Promote a culture of safety across all project teams and stakeholders.
• Encourage active participation in safety programs and initiatives.
• Recognize and reward individuals and teams for exceptional safety performance.

Position involves sitting for extended periods of time while working at a computer terminal.  Employee must be able to communicate effectively in a typical office environment with a standard level of office noise.  Occasional standing, bending, walking and lifting is also required.

Employee will be required to visit construction jobsites, which may expose the employee to dirt, dust, uneven surfaces, outdoor weather conditions and extreme temperatures.  In addition, employee must be able to move around prospective or current project sites.  This includes climbing ladders, walking on uneven surfaces, walking long distances, and climbing stairs.
