The City of Canton seeks to hire a Director of Public Works responsible for the administration, operation and maintenance of all phases of City streets, water treatment and distribution systems, wastewater collection and treatment systems, storm sewers and drainage, parks and public facilities, including the care and maintenance of City vehicles and equipment.  This individual is also responsible for budgeting, purchasing, inventory management, recordkeeping, as well as training and supervision of department personnel.

ESSENTIAL FUNCTIONS:

Street System

  • Manage and maintain City streets, sidewalks, curbs and gutters, storm sewers and drainage channels, as well as related traffic lights, street lights and signage; manage snow and ice removal
  • Oversee street construction and re-construction; work with contractors to assure compliance

Park System

  • Manage, maintain and improve the City’s park system, including maintenance and oversight of buildings, grounds, equipment, roads and trails
  • Maintain the City pool, including building, equipment and water quality, monitoring, testing and reporting of water and chemicals as required by state law

City Facilities

  • Manage, maintain and secure City buildings and grounds, vehicles, equipment and tools
  • Maintain inventory and record of purchase, maintenance and improvements

Water and Wastewater Systems

  • Provide direction and support to the Utilities Supervisor and operations staff
  • Provide general oversight of the City’s water treatment, storage and distribution systems, including the inspection, repair and on-going maintenance of wells, pumps, distribution lines and meters
  • Provide general oversight of the City’s wastewater system, including proper collection and treatment
  • Assure that proper and accurate testing, reporting and documentation is performed
  • Oversee new construction and tie-ins to existing system

Administrative and Supervisory Functions

  • Provide training, direction, support and feedback to department personnel
  • Assure proper certification and licensing of department personnel
  • Assure sufficient training and enforcement of safety procedures and safe work habits among staff
  • Develop and implement department policies and procedures to insure proper functioning of department
  • Interpret ordinance and code changes to ensure that operations are in compliance with City regulations
  • Assess department needs; advise and make recommendations to the City Manager
  • Attend staff meetings, Department Head meetings and Commission meetings as required
  • Oversee the preparation and administration of the department’s annual budget
  • Prepare cost projections of materials and equipment for public works projects
  • Assure that purchases and expenditures are within budgetary guidelines and restrictions
  • Provide information to the public as needed, as required, and as thoroughly as possible
  • Investigate and respond to public inquiries, complaints and concerns timely and tactfully
  • Represent the City at meetings with federal, state, and other local government officials

OTHER FUNCTIONS:

  • Perform other duties, projects and tasks as may be required by the City Manager and/or to assure the success of department operations and services

QUALIFICATIONS AND REQUIREMENTS:

 Education and Work Experience

  • BA/BS in public administration, civil engineering or related field preferred
  • Five to seven years of public works experience with streets, water, and/or wastewater required
  • Experience with budgets, financial statements, financial administration and grants preferred
  • Must have previous management and supervisory experience
  • Must have Class II Water and Wastewater Certifications

 Skills, Knowledge and Abilities

  • Must have working knowledge of occupational hazards connected with water treatment, wastewater collection and treatment, electricity, chemicals and chemical sprays, equipment operations, etc.
  • Must have working knowledge of street design, construction and maintenance; water treatment; and wastewater collection and treatment
  • Should have general knowledge of carpentry, plumbing, electrical, painting and equipment repair
  • Must have knowledge of correct operation of trucks, tractors, loaders, sweepers, lifts, etc.
  • Should be proficient with office equipment and technology, able to effectively use a variety of applications
  • Should have good written and verbal skills, including speaking and presentation skills
  • Must have excellent organizational and problem-solving skills
  • Must have strong interpersonal skills, with the ability to adapt to various situations and people

 Physical Capabilities

  • Wide variety of physical activity required: office activities, driving, extended periods of sitting, standing or walking, as well as frequent situations requiring high degree stress and considerable physical exertion
  • Must have ability to work in light and dark conditions; inside and outside activities in all types of weather; irregular hours and schedule may be required
  • Requires daily driving; some travel to business meeting, conferences or worksites
