ESSENTIAL FUNCTIONS

80% Enforcement of Animal Control Ordinances  

  • Enforce animal control ordinances.
  • Patrol the community and assist citizens with public safety concerns routinely.
  • Apprehend and transport stray animals.
  • Dispose of stray, abandoned, or dead animals.
  • Issue warnings/citations to animal owners who are in violation of ordinances.
  • Conduct health and safety violation investigations.
  • Investigate reports of violations and animal abuse.
  • Document injuries to humans by animals.
  • Assist police officers with handling injured and abandoned animals.
  • Assist citizens with wildlife nuisances.
  • Alert citizens of hazardous and dangerous conditions.
  • Answer citizen complaints and take necessary action.
  • Operate motor vehicle on a regular basis.

20% Administrative Duties 

  • Prepare reports, gather evidence, prepare search warrants, and witness statements regarding animal control ordinance violations.
  • Complete all necessary official forms and reports.
  • Report equipment needs.
  • Provide courtroom testimony when necessary.
  • Attend training classes related to animal control duties.
  • Maintain equipment, inventory animal control supplies and request supplies when needed.

Continually looks for new and improved ways of completing the above functions.  Other tasks as assigned will be performed in order to address business needs.

POSITION REQUIREMENTS

Latitude:  Most duties are assigned and then the employee arranges tasks in order to complete duties.  Problem-solving and decision-making involving animal control is accomplished independently most of the time.

Interaction:  Frequent contact with the general public.  Occasional contact with employees throughout the organization.

Qualifications:

  • High School Diploma or equivalent, required.
  • One year of experience in animal control or related field, required.
  • Valid Kansas driver’s license and driving record must meet commercial liability insurance requirements.

Knowledge, Skills and Abilities:

  • Knowledge of local laws and ordinances regarding animals and safety issues and animal control techniques.
  • Ability to operate animal control devices, communication equipment, and animal control weapons.
  • Ability to access, input, process, and retrieve information from the computer.
  • Ability to meet and deal tactfully with the general public and to communicate effectively and clearly, both orally and in writing.
  • Must be able to provide reliable courtroom testimony. Criminal convictions for acts of dishonesty, or sustained disciplinary findings of misconduct related to truthfulness, racial bias, or other acts that would lead to potential impeachment of courtroom testimony as detailed in Brady v. Maryland or Giglio v. U.S. will be cause for disqualification for applicants and termination for employees.

Physical Requirements/Environmental Conditions:  Exposure to adverse weather conditions, strenuous, dangerous, and hazardous situations in the apprehension of animals.  Occasional (25%) carrying, lifting, moving, or pushing of 50 pounds.  Occasional bending, stooping, kneeling, squatting, and twisting.  Must be able to work all shifts and any day of the week.
