OBAYASHI CORPORATION is seeking a proactive, detail-oriented, experienced Proposal Manager to join our team. The Proposal Manager will be responsible for all administrative aspects of proposal development, such as configuration management of all documents, coordination of proposal reviews and schedules, and directing the final production of the proposal for submission. They are also responsible for leading continuous improvement initiatives such as improving the document library (project sheets, resumes, etc…) and boilerplate development.  

Responsibilities:      

  • Develop, manage, and deliver RFQ/ RFP responses for pursuits ranging from $10M to over $1B in contract value, across various contract delivery methods and markets 
  • Organize the RFQ/RFP process, writing content, and delivery of completed proposals to clients before the specified deadline 
  • Lead proposal kick-off meetings and other milestone meetings 
  • Facilitate strategy and storyboarding sessions 
  • Organizes meetings, e-mails/posts announcements, manages collaborative workspace folders; manages graphics, uploads documents; manages and maintains configuration of review team documents 
  • Coordinate activities involved in the development, review, and revision of major proposals. 
  • Create a compliance matrix upon receipt of RFP/update based upon RFP amendments. 
  • Write/edit proposal response sections and drive the progress of the proposal from inception through submissions (provide initial write-ups for SMEs, provide guidance to SMEs, identify known and potential issues with responses) 
  • Develop and maintain best practices and templates, data platform and style guides. 
  • Conduct or participate in proposal reviews. 
  • Conduct QA/QC on the final proposal response focused on grammar, RFQ/RFQ compliance, and checking for conformance to proposal themes. 
  • Facilitate interview preparation process and develop presentation materials. 
  • Supports the maintenance of data, tools, and systems needed for the preparation of RFQ/RFP responses (project descriptions, past performance/experience, previous functional write-up, resumes, corporate/division/project statistics, etc.)  
  • Assists with developing and maintaining generic proposal material and statistics. 
  • Prioritize and carry out special projects and complex assignments. 
  • Interact and coordinate with all levels of management inside/outside the company. 

The responsibilities of this position include but are not limited to those listed above, and other duties may be assigned. 

Education & Qualifications    

  • Bachelor’s degree in Civil Engineering, Construction Management, or a related field. A Master’s degree is a plus.
  • 5+ years RFQ/RFP preparation in the heavy civil construction industry  
  • Track record of successful major proposals. A working knowledge of government and public works RFQ/RFPs is required. 

Other Requirements & Skills:    

  • Must have an excellent understanding of the heavy civil construction industry and the ability to convey project information through writing and graphics. 
  • Skilled at collaborating with and interviewing executives, engineers, project managers, and others to obtain information for various writing assignments. 
  • Advanced proficiency in Adobe Creative Suites including InDesign
  • Require expert-level skills with Microsoft Office 
  • Ability to manage multiple projects to consistently meet high standards and be attentive to quality 
  • Strong organizational and self-management skills 
  • Strong interpersonal skills, telephone etiquette, and professional demeanor 
  • Excellent oral and written communication skills 
  • High level of attention to detail and accuracy in all work 
  • Ability to appropriately handle business sensitive and confidential information 
  • Sharepoint & other file share expertise 
  • Flexibility to meet client-driven deadlines; may require some extended work hours including weekends 
  • Occasional travel as needed to meet pursuit requirements

Anticipated Salary Range:  $137,000 - $177,000 USD / Year

The final salary offered will be based on various factors, including the candidate’s qualifications, experience, skills, and relevant market considerations. This salary range reflects what we reasonably expect to pay for this role within California. Compensation in other states may vary based on local market conditions and applicable regulations.
