Process, analyze, interpret, and distribute transit and transit related data and information from a wide variety of internal and external sources; examine data from various sources, identify trends, and propose solutions; compose correspondence and reports on a variety of subjects requiring response to data and statistical inquiries from the public, other agencies, and HRT personnel.
Essential Functions:

- Processes, analyzes and reports data for all transit modes within the agency.
- Analyzes daily automatic passenger counter (APC) reports for deficiencies in reporting and function, to develop an APC repair plan with operations staff.
- Assists the Sr. Data Analyst in the preparation of the National Transit Database (NTD) report required to be filed annually with the Federal Transit Administration (FTA).
- Assist with data compilation and analysis for National Transit Database (NTD) audits.
- Creates, uploads, manages, and manipulates Geographic Information Systems (GIS) data from sources; including, but not limited to the American Community Survey (ACS), US Census Bureau, and other federal, state, and local regulatory agencies.
- Migrates reports for ridership, revenue miles and service hours from Access database into newly developed databases for analysis.
- Reviews and analyzes statistical data to evaluate the compliance of on-going service and major service changes.
- Participates as a member of the Data Team, where he assists with data compilation and analysis for organization wide issues to develop comprehensive solutions.
- Designs and develops database queries and reports as needed.
- Compiles required monthly reports for National Transit Database (NTD), Department of Rail and Public Transportation (DRPT) and HRT Finance Department, to include ridership/revenue mile allocations, MFAC ridership reports, and RTS route analysis reports.
- Manages data compilation for the bus ridership sampling process, revenue miles and hours from HASTUS for all modes.
- Develops and presents oral, written, and graphic presentations that convey complex data in an accessible and understandable manner to a wide variety of audiences.
- Ensures data integrity and researches causes of inconsistencies and anomalies such as light rail service mileage issues, deadhead reporting for bus, and service gaps when exceptions occur to regular service.
- Assists with implementation of data reporting tools: Remix, APC dashboard, and TransTrack.
- Manages records created and received in compliance with the Hampton Roads Transit Records Management Policy and Procedures.
- Performs other related duties as assigned.
Required Knowledge, Abilities and Skills essential to Job Functions:
Requires general knowledge of quantitative analytic techniques; requires ability to successfully interact with executive staff, outside agencies, and others; may require work outside regular business hours.
Required Software Knowledge and Skills essential to Job Functions:
Proficiency in using computer systems and the listed software applications associated with performance of assigned work is essential. Basic problem-solving skills associated with software applications used is expected. Software usage relevant to job duties will be evaluated.
Software applications:
Advanced knowledge of MS-Office Software (Access, Excel, Word, PowerPoint) required. Proficiency in VBA and SQL statements to query data preferred. Working knowledge of ArcGIS software preferred. Working knowledge of GFI Genfare, HASTUS, Transitmaster, Tableau and/or related technologies and systems is preferred. Experience managing large databases with varied data sources is preferred.

Training and/or Education:
A Bachelor’s degree in Business Administration, Statistics, Planning, or any related field from an accredited institution is required.
Required Experience:
2+ years’ experience in data processing and analysis, with the proven ability to sift through data, identify critical insights, analyze, develop hypotheses, and make recommendations. Must successfully demonstrate analytical, quantitative, and verbal (oral and written) skills. Experience within the public transit systems and/or National Transit Database is preferred.
Licenses or Certificates:
Possess a valid Driver's License. Acquire a Virginia Driver's License within 60 days after the date of hire (in instances when an out of state license is not the applicant's current state of residence).
