The Scheduler II is responsible for making vehicle service schedules, run cuts and weekly roster positions that meet the demands of service level requirements and operational requirements according to the labor agreement and best practices.

Essential Job Functions:

  • Develop vehicle schedules as directed.
  • Create headways that take into consideration run times and layover requirements.
  • Create vehicle service schedules with regards to interlining and vehicle requirements.
  • Develop routes, time points, variants, headway reports, relief points and any other related activities prior to the instituting of new services or a change of existing service, utilizing HASTUS fixed route scheduling software application.
  • Perform periodic ridership surveys to be taken on route trips to determine adequacy or inadequacy of service being performed and making recommendations or suggestions as a result of surveys.
  • Develop crew schedules as directed.
  • Create duties in accordance with the labor agreement.
  • Perform run cutting tasks based on operational requirements.
  • Produce system reports that are used to analyze solutions.
  • Create Rosters and roster positions as directed.
  • Assign duties to roster positions in accordance with the labor agreement and best practices.
  • Create Holiday assignments according to operational requirements.
  • Manage records created and received in compliance with the Hampton Roads Transit Records Management Policies and Procedures.
  • All other duties as assigned.

Required Knowledge, Abilities and Skills essential to Job Functions:

Must have the ability to work with a variety of people as this position requires extensive interaction and coordination with staff members.  Familiarity of Hastus schedule software.

Required Software Knowledge and Skills essential to Job Functions:

Proficiency in using windows-based computer systems and the listed software applications associated with performance of assigned work is essential. Basic problem-solving skills associated with software applications used is expected. Software usage relevant to job duties will be evaluated.

Promote safety awareness and follow safety procedures and policies. Take an active part in reporting unsafe conditions and any hazards within the workplace to their Supervisor, Manager and/or the Safety Department.

Training and/or Education:

Graduation from an accredited college or university with a bachelor’s degree in Urban Planning, Transportation/Logistics, Urban Studies, Geography or a related field (appropriate experience may be substituted for the above areas).

Required Experience:

Previous work experience in Transportation or Planning required; must successfully demonstrate analytical, quantitative, oral and written skills; familiar with HASTUS software system.

Licenses or Certificates:

Possess a valid Driver's License. Acquire a Virginia Driver's License within 60 days after the date of hire (in instances when an out of state license is not the applicant's current state of residence).

Special Requirements:

  • Must be able to pass federal government background screening process for local military installation access.
  • This position is classified as non-essential personnel.
