Smyth Industries Site Civil Division is currently searching for an individual with Water Infrastructure Industry experience as a Site Civil Division Manager  to help enhance our current team. We provide full-service electrical, civil, manufacturing, engineering and general contracting services for the water and reclamation industry.

In your job, you will have the ability to make a difference in the water and reclamation industry by:

Scope: Under minimum supervision, lead the development, management, coordination, and execution of civil construction projects within an assigned region. Oversee all phases of project delivery from conceptual design through planning, procurement, construction, startup, performance testing, initial operations, and close-out. Partner with internal and external stakeholders to ensure alignment with project goals, timelines, and financial expectations. Support and adhere to Smyth Industries Policies and Procedures, Safety Compliance, and Core Values.

Essential Duties and Responsibilities:

  • Develop and maintain project budgets, schedules, and performance metrics.
  • Monitor project progress and initiate corrective actions as necessary to meet objectives.
  • Ensure projects are executed in compliance with specifications, quality standards, and safety regulations.
  • Collaborate with internal teams and corporate leadership to ensure strategic alignment and efficient resource utilization.
  • Build and maintain strong relationships with clients, subcontractors, vendors, and regulatory authorities.
  • Participate in estimating, bidding, and proposal development for future projects.
  • Ensure consistent communication and reporting of project status to stakeholders.
  • Foster a culture of accountability, continuous improvement, and safety throughout all operations.
  • Effectively plan, schedule, and manage employees to ensure that they have everything necessary to complete their work.
  • Define and communicate roles/responsibilities of your team members to the project team to ensure that all stakeholders are effectively communicating with your team.
  • Coordinate internal resources and third parties/vendors for the execution of projects.
  • Monitor the quality of work performed to ensure that all work is being performed in accordance with the specifications and drawings.
  • Accurately compile labor hours, consumables, rentals, and material costs for pre-construction team to ensure that all assigned projects are delivered on time, within scope and within budget.
  • Assist in the definition of project scope and objectives, involving all relevant stakeholders and ensuring technical feasibility.
  • Attend internal and external meetings to provide project status updates which may include, but not limited to, projected schedules for your team, revisions to scope, and re-evaluating bid costs for the job.
  • Develop a detailed project plan to monitor and track progress from start to finish to ensure project is within budget.
  • Successfully manage the relationship with the client and all stakeholders.
  • Review orders of materials to ensure orders are accurate for the work that your team will be performing.
  • Create and maintain comprehensive project documentation.
  • Ensure construction activities are performed safely and effectively according to Smyth Industries’ corporate safety policy and quality standards.
  • Regularly visit active job sites to ensure that the civil division is meeting all Smyth Industries standards of safety, quality, and cleanliness.
  • Provide effective leadership, training, and coaching for each one of your employees through regular meetings and a formal performance review process.
  • Establish and maintain working relationships with owners, agencies, subcontractors, inspectors, etc., providing customer service to develop long-term partnerships with client base and stakeholders.
  • Ability to balance a demanding work pace while maintaining a professional approach with team members, inspectors, clients, the public, and all stakeholders.

Marketing:

  • Make “cold calls” as required in representatives’ specific area or as designated by the Director of Field Services and/or others in the organization responsible for sales.
  • Learn to estimate jobs.
  • May lead/participate in presentations to new clients.
  • Establish and maintain effective contact with clients.
  • Development and implementation of the Strategic Marketing Plan, department sales objectives, and individual sales plans.
  • Notify management of sales activities and approximate timing for company proposal and bid submittals.
  • Determine client needs and evaluate company resources and capabilities considering those needs.
  • Create scope of work, budgetary numbers, budget hours for a given project proposal.
  • Represent company, project and/or department during client and project management meetings.
  • Interface with all on-site work groups as required to resolve problems, ensure quality of construction, etc. in support of overall project schedule.
  • Demonstrated ability to build healthy customer/subcontractor/vendor relationships.
  • Depth of knowledge in all related trades to adequately qualify subcontractor bids.
  • Strong organizational skills and the ability to work in (and improve) the existing estimating workflow.
  • Ability to stay organized and focused to meet deadlines.

Budgeting:

  • Coordinate and control budget process.
  • Making comparisons between actual and budgeted results.
  • Control labor cost by creating predictable work schedules, reduce pay overages, reduce labor cost by optimizing schedules.
  • Control material cost by managing expected materials required and purchase price of materials, require tools for the project, consumables, etc.
  • Spend Authority keeping within the guidelines outlined by policies.
  • Partner with Director of Field Services to ensure projects are within budget.

 People:

  • Provides team members professional and technical training and oversight regarding standard Site Civil practices and techniques to accomplish work assignments.
  • Works closely and effectively communicates with team members about Site Civil Department and company-related topics.
  • Provides new employee onboarding and ongoing communication regarding company and department policies, procedures, and approaches to work and internal/external collaboration.
  • Supports professional and technical development of team members through annual reviews, goal setting, and regular meetings with direct reports and others in the department.
  • Provides ongoing day-to-day feedback and coaching of team members to support their work efforts and communication throughout the company.
  • Leads counseling and development conversations with direct reports as required for performance issues.
  • Provides administrative functions related to direct reports, including time and expense, PTO, attendance, etc.
  • Collaborates with the HR department to identify, interview and hire employees.
  • Supervise project teams and provide leadership, mentorship, and performance management.

 Minimum Qualifications:

  • 10+ years of site civil construction experience; minimum 5 years required.
  • Site civil construction understanding and knowledge of:
    • Excavation for underground utilities
    • Using survey benchmark points, set elevation of entire site and pads for structures to be built on site.
    • Proper procedure for backfilling to achieve required soil compaction densities.
    • Interpreting blueprints to determine scope of work to be performed.
    • Assembling both underground and above ground piping
    • Performing pressure test on piping within industry standards
    • Perform disaffection of portable water systems
    • Experience forming, pouring, finishing concrete.
    • Experience with keeping field note and redlines both electronically and written.
  • 6+ years of experience supervising construction crews; minimum 4 years required.
  • Experience in construction project management with a good understanding of how other trades impact the work scope and scheduling of the site civil team.
  • Ability to manage multiple projects varying in size and complexity.
  • Working knowledge of OSHA regulations
  • Ability to facilitate troubleshooting and problem-solving efforts and team meetings.
  • Excellent communication skills, both verbal and written.
  • Basic knowledge in Microsoft Office (MS Project, Word, Excel, Outlook).
  • Required to pass a preemployment drug screening.
  • Required to possess a valid driver's license and legally be able to operate a company vehicle.
  • Must be able to physically perform all required duties which may include bending, lifting 50-pound objects, carrying 50-pound items, squatting, climbing ladders, working in confined spaces, working outdoors most of the time, or standing for prolonged periods of time.
  • Be willing to wear Personal Protective Equipment and work around industrial equipment.

Preferred Qualifications:

  • Strong knowledge in water and reclamation construction
  • Position is highly visible to potential customers and requires the ability to influence/persuade. Understand the sales process and be able to close sales.
  • Experience using Procore Construction Manager software.
  • Speak Spanish
  • Manage multiple teams.
