Job Summary: The Staffing & Recruiting Manager is responsible for developing and executing strategic staffing plans to meet the workforce needs of projects. This role involves managing and overseeing the sourcing, screening, and onboarding at all levels within the company. This role ensures that all projects are staffed with qualified, safety-conscious personnel who meet the rigorous demands of high-risk, labor-intensive environments. The ideal candidate will have a deep knowledge of the construction and mining industries, strong leadership skills, and a proactive and innovative approach to workforce development and compliance.
This is a salary position reporting directly to the Director of Safety & Human Resources.
The selected candidate must be currently located in or willing to relocate to the Elko, NV area.
Duties/Responsibilities:
- Lead the recruiting team and manage the development of team members.
- Develop and implement comprehensive recruiting strategies tailored to meet the company’s current and future needs.
- Collaborate with project managers, regional leadership, and safety to forecast labor needs and align staffing plans accordingly.
- Utilize job boards, trade schools, social media, and industry networks to source candidates.
- Manage relationships with third-party staffing agencies and subcontractors, where needed.
- Ensure hiring practices are and remain in accordance with company standards, and local, state, and federals laws.
- Oversee onboarding processes to ensure all practices are aligned with client requirements and needs.
- Monitor workforce performance, absenteeism, and turnover; implement retention strategies.
- Track and report on key staffing metrics such as time-to-fill, cost-per-hire, and retention rates.
- Provide regular updates to leadership on staffing progress, challenges, and workforce trends.
- Promote a culture of safety, accountability, and continuous improvement.
- Build positive relationships within the company, community, and industry to strengthen recruiting and hiring practices.

Required Skills/Abilities:
- In-depth understanding of mining and industrial construction roles.
- Strong interpersonal, negotiation, and communication skills.
- Proficiency in applicant tracking systems (ATS), HRIS, and Microsoft Office Suite.
- Ability to manage multiple projects and deadlines in high-pressure environments.
- Strong leadership skills.
- Thorough understanding of recruiting methods and best practices, as well as applicable policies and federal, state, and local employment laws and regulations.
- An ability to develop and recommend innovative and strategic methods for recruiting and onboarding to stay ahead of the competition.
Education and Experience:
- 7+ years of experience in staffing or recruiting, with at least 4 years in mining or heavy industrial environments.
- Previous experience in capturing metrics and producing various employment reports.
- Experience in all areas of sourcing such as the internet, social media, networking, employee referrals, industry specific in person and virtual job fairs.
- Experience with community outreach and education to promote mining and industrial construction.
Work Environment:
- Work may require occasional weekend and/or evening work.
- Frequent travel to job sites may be required. In those circumstances there are the following industrial environment expectations:
- The environment may include minimal exposure to hazards typical of an industrial job site.
- Personal protective equipment is required when on job sites, including hard hats, hearing protection, safety glasses, safety footwear, and – as needed- respirators, gloves, and other required protective equipment as needed.
