Position Title: Pre-Construction Project Manager

Position Summary:

The O’Neill Group is seeking a detail-oriented and experienced Pre-Construction Project Manager to oversee and coordinate all pre-construction activities for multifamily, mixed-use, and commercial projects. The Pre-Construction PM will collaborate with executives, design professionals, consultants, and contractors to ensure projects are thoroughly planned, budgeted, and scheduled before construction begins. This role is critical to setting projects up for successful execution in terms of cost, schedule, constructability, and compliance.

Key Responsibilities:

Pre-Construction Planning & Coordination:

  • Manage all pre-construction phases, from concept through grave.
  • Develop and maintain project budgets, estimates, and cost analyses.
  • Create and manage preliminary schedules, ensuring alignment with client goals and project milestones.
  • Review design documents for constructability, value engineering opportunities, and scope alignment.
  • Coordinate with architects, engineers, consultants, and permitting agencies.

Estimating & Procurement:

  • Prepare detailed take-offs, pricing, and cost studies for site work, structure, utilities, finishes, and MEP systems.
  • Solicit and evaluate subcontractor/vendor bids and proposals.
  • Develop bid packages and manage the procurement process.
  • Support the negotiation and finalization of contracts with trade partners and suppliers.

Team & Client Collaboration:

  • Serve as the primary point of contact during pre-construction, supporting client communications and updates.
  • Facilitate design coordination meetings, value engineering workshops, and risk assessments.
  • Work closely with the Director of Construction and field leadership to ensure pre-construction planning aligns with execution strategies.

Risk & Compliance Management:

  • Identify project risks (financial, schedule, constructability) and develop mitigation plans.
  • Ensure all pre-construction activities adhere to building codes, zoning, permitting, and environmental requirements.
  • Maintain compliance with corporate safety, quality, and sustainability standards.

Required Qualifications:

  • Bachelor’s degree in Construction Management, Civil Engineering, Architecture, or a related field (preferred).
  • Minimum of 5-7 years of experience in pre-construction, estimating, or project management within the construction industry.
  • Strong knowledge of construction means and methods, cost control, and scheduling.
  • Proficiency in project management and estimating software (e.g., Procore, MS Project, Bluebeam, Timberline, or similar).
  • Excellent analytical, communication, and negotiation skills.
  • Proven ability to manage multiple projects simultaneously under tight deadlines.
  • Strong knowledge of site work machinery.

Preferred Qualifications

  • Experience with wood frame multifamily and mixed-use developments valued at $25M+.
  • Familiarity with sustainable design, LEED certification, or energy-efficient building practices.
  • Bilingual (English/Spanish) communication skills a plus.

Compensation & Benefits

  • Base Salary: $110,000 – $145,000 annually (good-faith estimate; based on experience and scope).
