The City of Brandon is seeking a detail-oriented and experienced Finance Officer to oversee municipal financial operations and ensure compliance with South Dakota state statutes. This key role combines treasury, auditing, and clerical responsibilities to maintain accurate financial records, support governance, and promote fiscal transparency.

The Finance Officer serves as the chief financial administrator for the City of Brandon, performing all duties assigned under SDCL 9-14-1, including those of treasurer and auditor/clerk, except where duplicate records are required. This role ensures the integrity of the city’s accounting system, supports the governing board with financial reporting and compliance, and maintains essential municipal records.

Key Responsibilities

  • Maintain official books of account and supervise the city’s accounting system in accordance with state law.

  • Record proceedings of the city’s governing board and safeguard the corporate seal.

  • Draw and countersign all city warrants and contracts.

  • Audit and adjust all claims against the municipality prior to board approval.

  • Examine the treasurer’s records and maintain comprehensive contract, bond, and special assessment records.

  • Certify the annual tax levy to the county auditor (SDCL 9-21-20).

  • Prepare and submit the city’s annual financial report, including publication and filing requirements.

  • Develop and present the annual budget to the governing board by September 1.

  • Maintain files of employee bonds, annual inventories, and financial documentation.

Education & Experience:

  • Bachelor’s degree in accounting, finance, or a closely related field; or an equivalent combination of education and experience.

  • Minimum of 3 years of public sector accounting experience, or 5 years of private sector accounting/bookkeeping experience.

  • Prefer applicants with municipal Finance Officer experience.

Required Skills & Competencies:

  • Proficiency in PC applications, including advanced spreadsheet and word processing skills.

  • Strong knowledge of office practices, procedures, and financial recordkeeping.

  • Excellent customer service, interpersonal, and telephone communication skills.

  • Ability to maintain accuracy, discretion, and professionalism when handling sensitive financial and administrative matters.

  • Familiarity with South Dakota Codified Laws (SDCL) as they pertain to municipal finance is highly desirable.
