Chief Financial Officer (CFO)

Seeking an experienced and strategic Chief Financial Officer (CFO) to oversee all financial operations for an organization in the rural Brookings, SD area. This executive role provides leadership in accounting, investment management, budgeting, forecasting, audits, grants and contracts management, and long-term financial planning to ensure accuracy, compliance, and long-term fiscal sustainability.

The CFO also oversees banking relationships, loan administration, future bond financing, cash flow management, and pension plan oversight. Strong knowledge of GASB 34 and governmental accounting standards is required. This role works closely with the Executive Committee, enterprise leadership, and Finance Department staff to support organizational growth and operational excellence.

Key Responsibilities

  • Lead and manage all financial functions, including budgets, investments, debt, accounting, and tax compliance.
  • Direct financial planning aligned with strategic goals and economic development.
  • Ensure strong cash flow management, internal controls, and operational efficiencies.
  • Oversee financial reporting required by GAAP, GASB, FASB, IRS, and funding agencies.
  • Present regular financial updates and recommendations to leadership and enterprise Boards.
  • Manage banking, investment, and financial institution relationships.
  • Oversee Finance Department staff performance, goals, and resource planning.

Minimum Qualifications

  • Bachelor’s degree in Accounting, Finance, Business, or related field; Master’s degree preferred.
  • CPA required.
  • Minimum 5 years of accounting/finance experience, including governmental accounting.
  • Minimum 3 years of experience in supervisory or management role in a finance or accounting setting.
  • Strong communication skills and proficiency in Microsoft 365 and accounting software.
  • Must pass a background check and pre-employment drug screening.
