RICHARD, mid-size Engineering, Procurement & Construction (EPC) firm headquartered in Beaumont, Texas, is seeking an experienced and strategic HR Manager to join our leadership team. With operations across the Gulf Coast and continued growth ahead, this role plays a critical part in shaping our workforce, strengthening our culture, and supporting our expanding organization.
Reporting directly to the CFO, the HR Manager will lead a developing HR team of HR Specialists and Recruiters, with additional positions anticipated as the company continues to scale. This role is ideal for an HR professional who thrives in a fast-paced environment, enjoys leading people, and wants meaningful influence across the business.
This position requires consistent on-site presence and occasional flexibility outside standard business hours to support operational needs.

Position Summary
The HR Manager oversees all major Human Resources functions, including employee relations, performance management, talent acquisition, compliance, onboarding/offboarding, policy leadership, and process improvements. The ideal candidate is a strong communicator, a problem solver, and a relationship-builder who can support employees at all levels.
Key Responsibilities
Leadership & Team Development
- Lead, coach, and develop a team of HR Specialists and Recruiters.
- Establish structure, workflows, and performance expectations.
- Partner with executive leadership to align HR initiatives with company goals.
Employee Relations & Culture
- Manage the full employee life cycle from onboarding to separations.
- Lead employee investigations, with support from Safety, Operations and Legal when appropriate.
- Guide supervisors on performance documentation and disciplinary actions.
- Build strong, trust-based relationships across the organization.
- Promote RICHARD’s culture of safety, professionalism, and family-oriented values.
Compliance & HR Operations
- Ensure compliance with federal, state, and local employment laws.
- Oversee I-9 and E-Verify processes and documentation.
- Maintain accurate employee files, HR systems, and standardized process documentation.
- Support audits, compliance initiatives, HR reporting, and policy updates.
Talent Acquisition
- Oversee the recruiting workflow and mentor two recruiters.
- Support job postings, resume screening, interviews, and onboarding.
- Assist Engineering Management with recruiting in-plant engineering talent.
- Contribute to strengthening RICHARD’s employer brand to attract top talent locally and nationwide.
Process Improvement & Operational Support
- Evaluate and enhance HR processes to improve efficiency and consistency.
- Partner with leadership to support workforce planning and organizational structure needs.
- Handle confidential matters with sound judgment and discretion.
Job Requirements
- Bachelor’s degree in Human Resources, Business Administration, or related field preferred
- Certified HR Professional (PHR/SPHR/SHRM-CP/SHRM-SCP) preferred
- Preferred 10 years of HR experience, with 2+ years in management
- Strong knowledge of employee relations, investigations, and employment law
- Ability to support supervisors and address sensitive situations professionally
- Highly organized, detail-oriented, and able to manage multiple priorities
- Strong written and verbal communication skills
- Ability to work independently and maintain confidentiality
- Employee Benefits experience a plus

This position is office-based and requires ongoing communication with team members and leadership through in-person, phone, and email interaction.
