This position is a full-time office-based role located in Johnstown, with occasional travel to project sites as needed. The Compliance Specialist supports the Compliance Manager in ensuring adherence to contractual, regulatory, and financial requirements from project award through closeout. This role works collaboratively with internal departments and external stakeholders to track, document, and report compliance-related information, including payroll, benefits, and project labor requirements. The Compliance Specialist must be highly organized, detail-oriented, and capable of managing multiple tasks accurately and efficiently.

Responsibilities:

  • Policy Support and Documentation: Assist in the implementation and maintenance of labor compliance policies and procedures in alignment with the Inflation Reduction Act (IRA), NYSERDA, and other applicable requirements. Support the development of templates, forms, and training materials to promote consistent compliance practices across projects.
  • Prevailing Wage Support: Assist with tracking, reviewing, and organizing certified payroll records to support accurate reporting of prevailing wages, fringe benefits, and apprentice utilization. Identify potential discrepancies and escalate issues to the Compliance Manager for resolution. Support compliance efforts for both internal labor and subcontractors.
  • Apprenticeship Program Support: Assist with maintaining apprenticeship participation records and tracking systems to support compliance with IRA mandates and workforce development requirements.
  • Reporting and Recordkeeping: Support the preparation of monthly compliance summaries by compiling data, maintaining records, and assisting with reporting key metrics, issues, and resolutions for internal stakeholders.
  • Communication and Coordination: Serve as a point of contact for routine compliance-related questions from internal teams and subcontractors. Coordinate documentation requests and support communication with third-party auditors under the guidance of senior compliance staff.
  • Regulatory Awareness: Assist in monitoring updates to federal, state, and local labor compliance and prevailing wage regulations. Support updates to internal documentation and processes as directed.
  • Cross-Training and Backup Support: Provide cross-training and serve as backup support for other compliance functions to ensure continuity of operations during peak periods or staff absences. 

Skills, Experience & Qualifications:

  • Associate’s degree in Business, Finance, Accounting, Human Resources or a related field required, or equivalent combination of education and experience.
  • 0–2 years of experience in an office or administrative environment preferred.
  • Basic understanding of labor standards, wage laws, or compliance concepts preferred.
  • Strong attention to detail and ability to work with confidential information with integrity.
  • Proficiency in Microsoft Office Suite (Excel, Word, PowerPoint).
  • Strong organizational, time management, and problem-solving skills.
  • Ability to follow established procedures while learning and applying regulatory requirements.
  • Self-motivated, adaptable, and able to work independently in a fast-paced environment.
  • Strong written, oral, presentation, communication, organizational, and computer skills.
  • Ability to work collaboratively within a team environment.
  • Can take direction from several individuals as well as work on a variety of projects simultaneously.

Compensation & Benefits:

  • Salary range: $65,000-$80,000
