As a fraud investigator at DHA, you play a key role in accomplishing the agency’s goals by conducting hearings, gathering evidence, reviewing files, completing special projects and analyzing DHA operations to ensure compliance with Federal and State regulations, and DHA policies and procedures concerning Section 8 Voucher Terminations, Fair Housing Complaints and Investigations, and any and all other duties as proscribed by Administrative Counsel/Office of General Counsel and the Department of Compliance and Training.

Key Responsibilities 

  • Assembles, reviews and analyzes reports and data, and generates reports as required;
  • Acts as a backup for permanent member of the Grievance Panel or as the Hearing Officer in hearing public housing resident grievances;
  • Undertakes fraud investigations following the established anti-fraud procedure and fraud response plan.
  • Prepares reporting fraud risk issues, reporting significant incidents of fraud to key personnel, and coordinating assurances about the effectiveness of anti-fraud policies to support the Fraud Internal Controls.
  • Takes appropriate action to recover assets and terminate tenants from the program and to ensure appropriate action is taken to minimize future risk of similar fraud occurring.
  • Assembles, reviews and analyzes reports and data, and generates fraud reports as required.
  • Run and review monthly EIV Reports, as directed
  • Review and respond to allegations of fraud

 

Knowledge and Skills for Success

A successful fraud investigator has…

  • Knowledge of HUD rules related to public housing and the Section 8 programs, including VAWA and Fair Housing
  • Knowledge of DHA policies (particularly the lease, ACOP, and Section 8 administrative Plan)
  • Knowledge of DHA organization, operations, policies and procedures
  • Knowledge of the principles of record keeping and records management such that records and files may be audited by designated DHA and/or HUD personnel
  • Knowledge of business and personal computers, and spreadsheet software applications;
  • Skill in working under pressure of deadlines, and establishing and maintaining cooperative working relationships with other DHA staff
  • Skill in critical thinking and analysis
  • effective oral and written communication skills
  • Skill in interacting with people of different social, economic, and ethnic backgrounds; and
  • Ability to hear and evaluate information on complex and contentious matters and render impartial opinions based solely on the evidence presented and contained in tenant and participant files

Qualifications

  • Bachelor’s degree from an accredited institution
  • Comprehensive knowledge of the Code of Federal Regulations and Texas statutes, rules, laws and ordinances concerning residential tenancies
  • Knowledge of HUD rules and regulations concerning Public Housing tenant grievance process, Section 8 Voucher Program and Fair Housing Laws 
  • Valid Texas State Drivers’ License required
