Schedule: Monday through Friday. From 7:00am to 5:00pm, hours & days can vary based upon Owner/GC requirements and workload.

Elite Surface Infrastructure (ESI), based in Englewood, CO, is a leading self-performing civil contractor serving Colorado since 1998. ESI specializes in Underground Utilities, Milling, Asphalt, Paving, Grading, Concrete, and Earthwork for commercial, municipal, and federal projects.
Position Summary
The Project Manager serves as the financial controller, contract administrator, and owner liaison for heavy civil construction projects valued from $100K to $20M+. This role manages all commercial, financial, and administrative aspects of assigned projects while supporting field operations across ESI's self-performing disciplines: asphalt paving, concrete operations, earthwork & grading, utilities installation, and traffic control operations.
KEY RESPONSIBILITIES
- Serve as primary point of contact for project owners, clients, and design professionals
- Manage project financials (budgets, job costing, forecasting, profitability tracking)
- Prepare and track monthly pay applications; manage accounts receivable collections
- Administer contracts; process submittals, RFIs, and change orders per contract terms
- Review and approve subcontractor and vendor invoices for payment
- Coordinate project schedules and monitor progress against baseline timelines
- Maintain organized, audit-ready project documentation
- Supervise and mentor Project Engineers and support staff
- Manage procurement of materials, equipment, and subcontractor services
- Identify, document, and capture change-order revenue opportunities
- Coordinate with Project Superintendents to support field operations and resolve issues
- Ensure compliance with contract requirements, specifications, and quality standards
- Track project risks and implement mitigation strategies
- Lead project meetings and communicate status to stakeholders
- Support project closeout (final billing, warranty docs, archiving)
Qualifications
- Bachelor’s degree in construction management, Civil Engineering, or related field (or equivalent experience)
- Minimum 5 years of experience as a Project Manager in heavy civil construction
- Strong understanding of construction financials, job costing, and cost control
- Proficiency with construction software (HCSS HeavyJob, Trimble Viewpoint Vista, or similar)
- Excellent communication, negotiation, and problem-solving skills
- Ability to manage multiple projects simultaneously and meet deadlines
- Experience with public and private sector projects (Federal, State DOT, Municipal, Private) preferred
- Knowledge of contract administration and change order management

- Valid driver’s license

Physical Demands
- Frequent standing, walking, bending, kneeling, crawling, and material handling
• Lift 10–50 lbs. frequently; up to 100 lbs. occasionally
• Occasional climbing and overhead reaching
• Continuous physical activity throughout workday
• PPE required at all times on job sites
