Position Summary

The Director of Safety will lead, build, and scale Rosemar’s Environmental Health & Safety (EHS) function across all operations. This role is responsible for transitioning the company from a compliance-driven safety approach to a proactive, systems-based safety culture aligned with growth, operational excellence, and risk reduction.

This individual will operate as both a strategic leader and hands-on operator in the near term—owning corporate safety programs while directly supporting field operations—until the future build-out of a Safety Supervisor team. 

The Director will serve as the company’s primary safety authority externally with regulatory agencies, municipalities, and insurance partners, while internally driving accountability, training, and cultural adoption across a 300+ employee workforce.  

Key Responsibilities

  • Strategic Leadership & Program Development
  • Design, implement, and continuously improve a company-wide EHS management system
  • Shift safety from reactive incident management to predictive, systems-driven risk mitigation
  • Establish KPIs, dashboards, and reporting frameworks for executive leadership
  • Lead annual safety planning, insurance strategy alignment, and risk forecasting
  • Field Integration & Culture Building
  • Embed safety into daily operations across paving, milling, drainage, concrete, trucking, and production plant environments
  • Build credibility with field crews to drive behavioral adoption and accountability
  • Lead regular jobsite visits, audits, and leadership engagement initiatives
  • Develop scalable toolbox talk programs and training frameworks
  • Risk, Claims & Compliance Management
  • Oversee all incident investigations, root cause analysis, and corrective actions
  • Manage workers’ compensation, liability claims, and litigation in coordination with brokers and counsel
  • Present claims trends and safety performance to insurance carriers and underwriters to drive favorable outcomes
  • Ensure full compliance with OSHA, DOT, MTA, LIRR, and other regulatory bodies
  • Team Development & Future State Buildout
  • Initially operate as a player-coach, executing both Director and Supervisor responsibilities
  • Assess organizational needs and build the case for hiring Safety Supervisors
  • Recruit, train, and lead future safety team members
  • External Relations & Reputation Management
  • Act as the primary liaison with county, state, and regulatory agencies
  • Represent Rosemar in audits, inspections, and safety reviews
  • Enhance the company’s safety brand and reputation as a competitive differentiator

Required Qualifications

  • 10+ years of progressive safety leadership in heavy civil, roadwork, or infrastructure construction
  • Proven experience building or transforming company-wide safety programs
  • Strong working knowledge of:
  • OSHA, DOT, NYS/NYC regulations
  • Heavy highway / paving / milling operations
  • Demonstrated experience managing:
    • Workers’ compensation and claims strategy
    • Insurance carrier relationships and renewal
    • Track record of influencing both field operations and executive leadership

Certifications

  • CSP, ASP, CHST, or equivalent
  • OSHA 500/510 Construction trainer certification, preferred.
