We are currently seeking a Compliance Project Manager!
The Compliance Project Manager supports the Vice President of Compliance by coordinating major compliance projects, overseeing key HUD and LIHTC processes, and ensuring the successful implementation of regulatory policies across the affordable housing portfolio. This role manages specialized compliance functions, assists Directors with complex requirements, and helps organize departmental operations, transitions, and reporting needs. The Compliance Project Manager provides advanced HUD operational support to the Vice President of Compliance, serving as the department’s primary specialist for TRACS functionality, Contract Administrator communication, housing agency alignment, and funding oversight. This role manages all HUD-related project workflows, including voucher processing, error resolution, and funding reconciliation, ensuring accuracy and regulatory alignment across the portfolio. The Compliance Project Manager also coordinates departmental projects, maintains transition readiness, manages reporting dashboards, and supports cross-functional timelines to ensure all takeovers and compliance initiatives are executed efficiently.
Responsibilities include:
- Manage HUD PBRA vouchering, including voucher preparation, HAP submissions, adjustments, reconciliations, and payment posting within all required systems.
- Monitor HAP ledger accuracy and ensure timely correction of discrepancies to support clean financial reporting.
- Serve as the portfolio EIV Coordinator, overseeing access controls, semiannual recertifications, security compliance, and documentation retention requirements.
- Function as the TRACS subject matter expert for the department, managing MAT file workflows, transmission troubleshooting, and coordination with Contract Administrators and software vendors.
- Oversee preparation, submission, and tracking of all HUD special claims, ensuring accuracy and timely completion across communities.
- Prepare, review, and monitor tenant repayment agreements to ensure compliance with HUD regulations and internal controls.
- Support 504/ADA compliance as assigned, including compilation of reasonable accommodation and VAWA reporting for audit or agency review.
- Support rent increase requests, including coordination of rent studies, owner approvals, and agency communication.
- Assist in implementing new regulatory policies and internal compliance requirements, ensuring consistent adoption throughout the HUD, LIHTC, and Bond portfolio.
- Maintain portfolio-level compliance calendars and trackers, including utility allowance baseline schedules, AOCs, management certifications, reporting deadlines, and other recurring requirements.
- Assist Directors with complex compliance processes such as layered program reviews, mixed-use subsidy management, MOR preparation, audit coordination, and regulatory interpretation.
- Coordinate department meetings, project timelines, training sessions, and transition checklists to ensure structured communication and execution.
- Support property transitions and dispositions by assisting with compliance file onboarding, establishing software workflows, and ensuring proper EIV/TRACS and reporting setup.
- Assist with software configuration and permissions for new and existing sites to ensure accurate compliance reporting and data integrity.
- Maintain departmental dashboards, project logs, and documentation to support reporting needs for Leadership, Operations, and Ownership groups.
- Assist in collecting documentation for MORs, audits, investor reviews, and agency reporting requirements.
- Provide ongoing compliance guidance to site teams and Directors to support adherence to HUD, LIHTC, and Bond regulations.
- Collaborate with internal departments and external partners to ensure coordinated, compliant, and timely project execution.
Requirements:
- Minimum 3–5 years of experience in HUD PBRA, LIHTC, Bond, or related affordable housing compliance.
- Strong understanding of HUD vouchering, HAP submissions, TRACS, and EIV requirements with previous experience as an EIV Coordinator.
- Knowledge of LIHTC, Bond, and layered program regulations.
- Proficiency in property management and compliance software (Yardi, RealPage, etc.).
- Must be able to meet multiple deadlines and work collaboratively with Directors, Operations, and onsite teams.
- Ability to coordinate training, meetings, and department-wide projects.
- Must possess high school diploma or equivalent
- Must possess knowledge of up-to-date regulatory authority regulations
- Ability to travel to communities, agency meetings, and trainings as needed.
- Possess LIHTC certification and COS/BOS or equivalent HUD designations.
- Experience with compliance project management or multi-site regulatory oversight.
- Demonstrated success in supporting department-level compliance operations and transitions.
- Proven track record for producing high quality work while meeting deadlines.

Compensation: Full-Time $80,000.00 to $100,000.00 per year
