Position Summary
The HSE / OQ Coordinator supports the execution and compliance of Sunland’s Operator Qualification (OQ) Program across all divisions and projects. This role works closely with the OQ Manager, field leadership, and clients to ensure all personnel meet required OQ standards prior to and throughout project execution. This is a hands-on role that requires strong organization, attention to detail, and consistent interaction with field operations, evaluators, and OQ providers (NCCER, Veriforce, ISNetworld, etc.).
Key Responsibilities
OQ Program Management & Compliance
• Support the maintenance and execution of the Company’s OQ Program
• Ensure employees meet all client-required OQ tasks prior to performing work
• Validate training, testing, and evaluations are completed and documented
• Coordinate with clients to confirm OQ compliance and acceptance
• Assist with pre-job planning to ensure OQ readiness before mobilization
Field Support & Operations
• Travel to job sites to support OQ evaluations and compliance efforts
• Work directly with Division Managers, Project Managers, and Superintendents
• Observe and verify evaluator performance and adherence to program standards
• Participate in project kickoffs and pre-job meetings to support OQ requirements
• Serve as a point of contact for field questions related to OQ compliance
Systems, Data & Recordkeeping
• Maintain employee OQ records across platforms (Veriforce, ISN, EWN, NCCER, etc.)
• Develop and maintain OQ matrices for active and upcoming projects
• Ensure all records, evaluations, and documentation are accurate and up to date
• Manage SharePoint and divisional files for compliance documentation
Reporting & Documentation
• Generate and distribute OQ compliance reports for active projects
• Conduct verification searches within NCCER and other systems as needed
• Process Records of Evaluation (ROEs) and expedite requests when required
• Ensure employees are assigned required OQs ahead of evaluations
Audits & NCCER Oversight
• Support internal and external OQ audits (NCCER, Veriforce, client-driven)
• Maintain audit readiness and ensure proper record retention (5-year standard)
• Serve as primary support for NCCER account activities
• Manage evaluator credentials, applications, and expiration tracking
Financial & Administrative Support
• Process invoices for OQ providers (Veriforce, NCCER, EWN, etc.)
• Prepare cost coding and submit for processing through Spectrum
• Coordinate with accounting for monthly reconciliations
Training & Bilingual Support
• Assist with OQ and safety-related training, including project kickoff support
• Translate safety materials, policies, and communications into Spanish as needed
• Support annual and specialized training efforts
Additional Duties
• Submit expense reports and support weekly/monthly administrative tasks
• Perform other duties as assigned to support OQ and HSE operations

Qualifications
Required
• High School Diploma or equivalent
• Minimum 2 years of experience in data entry, training coordination, or related field
• Proficiency in Microsoft Office (Excel, Word, PowerPoint)
• Ability to travel to job sites
Preferred
• Experience with Operator Qualification (OQ) programs
• Bilingual (English/Spanish preferred)
• Experience in HSE, construction, or pipeline operations
• Familiarity with systems such as NCCER, Veriforce, ISNetworld, or similar
