OBAYASHI CORPORATION is seeking an experienced Senior Proposal Coordinator to join the North American Civil Group Headquarters (NACG HQ). The Senior Proposal Coordinator is a key member of our growth and pursuit team, responsible for helping the company to win complex heavy civil, infrastructure, underground, and federal construction projects. This role goes beyond proposal production. You will work directly with operations leaders, estimators, project managers, and executives to capture project knowledge, develop compelling pursuit content, and coordinate high-quality qualifications, proposals, and interview materials. The ideal candidate is a strong writer, highly organized, comfortable engaging with technical professionals, and motivated to grow into a Proposal Manager or Pursuit Leader over time. This role will be based in Foster City, CA, require on-site presence, and report to the Vice President, Strategy.

Key Responsibilities:

Proposal Development & Coordination

  • Coordinate and support the development of qualifications, proposals, bids, presentations, and interview materials.
  • Develop proposal schedules, compliance matrices, assignment plans, and submission checklists.
  • Manage proposal compliance requirements, forms, certifications, and electronic submissions.
  • Coordinate contributions from operations, estimating, project management, safety, quality, and executive leadership teams.
  • Support final production, quality control, and delivery of proposal submissions.
  • Ensure all submissions meet client requirements, deadlines, and company quality standards.  

Content Development

  • Lead development and maintenance of project profiles, resumes, project datasheets, and qualifications packages.
  • Conduct interviews with project teams, superintendents, and subject matter experts to capture:

-   Construction approaches

-   Technical challenges and solutions

-   Self-perform capabilities

-   Safety and quality achievements

-   Project outcomes and lessons learned

  • Own development of:

-   Project experience narratives

-   Key personnel resumes

-   Technical qualifications

-   Corporate capability statements

-   Differentiated proposal content aligned with pursuit strategies

  • Translate technical construction information into clear, compelling messaging.

Pursuit & Business Development Support

  • Support opportunity tracking and pursuit planning activities.
  • Assist with go/no-go preparation and pursuit reviews.
  • Coordinate interview preparation and presentation development.
  • Support the collection and organization of client, market, and competitor intelligence.
  • Participate in post-submittal lessons learned and pursue debriefs.

Content Library & Process Improvement

  • Maintain and continuously improve proposal content libraries, project databases, and resume repositories.
  • Support implementation of proposal management best practices, templates, and standards.
  • Assist in developing scalable pursuit and proposal processes as the company grows.
  • Maintain consistency in branding, messaging, and document quality across all submissions.

The responsibilities of this position include, but are not limited to, those listed above, and other duties may be assigned. 

Education & Qualifications    

  • Bachelor’s degree in Journalism, Business, Civil Engineering, Construction Management, or a related field. A Master’s degree is a plus.
  • 5+ years of RFQ/RFP preparation in the heavy civil construction industry  
  • Experience supporting heavy civil, infrastructure, transportation, water, utility, underground, or federal construction pursuits.
  • Familiarity with public agency procurement processes, including RFQs, RFPs, SOQs, DBB, Progressive Design-Build, CMGC, and Best-Value procurements.
  • Experience with Adobe Creative Suite, particularly InDesign.
  • Experience supporting interview preparation and presentation development.

Anticipated Salary Range $85,000 - $120,000 USD / yr
