Position Summary

The Chief Financial Officer (CFO) is a key executive leader responsible for the financial health, stability, and strategic direction of the civil construction company. This role oversees all financial planning, reporting, risk management, compliance, capital strategy, and accounting operations while serving as a trusted advisor to the CEO and Board of Directors.

The CFO will play a critical role in supporting sustainable growth, improving profitability, managing project-related financial risks, and ensuring strong financial controls across the organization. The ideal candidate brings deep financial leadership experience, strong construction industry knowledge, and a solid understanding of project-based accounting practices.

Key Responsibilities

Financial Leadership and Strategy

  • Lead the company’s financial planning and analysis (FP&A) function, including annual budgets, forecasting, long-range planning, and cash flow management.
  • Develop and maintain the company’s financial roadmap to support operational and strategic objectives.
  • Analyze financial performance, market trends, and business drivers to identify opportunities for cost reduction, margin improvement, and increased profitability.
  • Provide strategic financial recommendations to the executive team and Board of Directors to support business growth and decision-making.
  • Oversee capital allocation decisions related to projects, equipment, fleet, technology, and other major investments.
  • Conduct financial feasibility studies and cost-benefit analyses for new initiatives, acquisitions, and expansion opportunities.

Risk Management and Financial Governance

  • Identify, assess, and mitigate financial risks associated with civil construction operations, including fluctuating material costs, labor disruptions, project delays, claims exposure, and legal liabilities.
  • Develop and maintain robust financial risk management strategies, including insurance coverage review and contingency planning.
  • Establish, monitor, and strengthen internal controls to safeguard company assets and ensure financial integrity.
  • Ensure compliance with all applicable tax laws, accounting standards, financial reporting regulations, and corporate governance requirements.

Financial Operations and Accounting Oversight

  • Lead and oversee the accounting department, including general ledger, payroll, accounts payable, accounts receivable, financial close, and financial reporting processes.
  • Ensure accurate and timely preparation of monthly, quarterly, and annual financial statements.
  • Oversee job costing, progress billings, change order tracking, revenue recognition, and other construction-specific accounting processes.
  • Maintain strong oversight of working capital, liquidity, and project cash flow performance.
  • Evaluate and enhance financial systems, reporting tools, and accounting software to improve efficiency, visibility, and decision support.
  • Partner with operations and project leadership to improve financial discipline across projects and business units.

External Relationships and Financing

  • Serve as the primary financial liaison with banks, lenders, investors, bonding companies, auditors, tax advisors, and other financial stakeholders.
  • Lead financing activities, including securing project funding, negotiating loan agreements, and managing banking relationships.
  • Support investor relations activities and maintain confidence with external stakeholders through credible and transparent communication.
  • Coordinate external audits and ensure timely completion of statutory and tax reporting requirements.

Executive and Board Communication

  • Present financial results, forecasts, business risks, and strategic recommendations to senior leadership and the Board of Directors.
  • Translate complex financial information into clear business insights that support strategic and operational decisions.
  • Collaborate cross-functionally with executive leadership to align financial strategy with company goals, project performance, and long-term growth plans.

Industry-Specific Expectations

  • Maintain a strong understanding of construction accounting principles, including job costing, work-in-progress reporting, progress billings, retention, and change order management.
  • Demonstrate awareness of the civil construction lifecycle and the financial implications of schedule delays, equipment utilization, subcontractor performance, material cost volatility, and labor availability.
  • Stay informed on industry trends, regulatory changes, infrastructure market conditions, environmental considerations, and construction-related risk factors.

Qualifications

  • Bachelor’s degree in Finance, Accounting, Business Administration, or a related field required.
  • CPA, CMA, MBA, or other relevant advanced credential preferred.
  • Minimum of [10+] years of progressive financial leadership experience, with significant experience in construction, civil construction, engineering, infrastructure, or other project-based industries.
  • Proven experience leading FP&A, accounting, cash flow management, financing, and risk management functions.
  • Strong knowledge of construction accounting and project financial management.
  • Experience working with executive leadership, boards, lenders, auditors, and external advisors.
  • Demonstrated success implementing internal controls, improving financial systems, and driving operational efficiency.
  • Strong analytical, leadership, communication, and strategic thinking skills.
